Rogue Open Locks

In the second room of the game there is a locked crate. The game provides several ways of opening it but none of them are available to my party. One of them should be though as I have a Rogue in my party with a set of thieve's tools that I found in another nearby crate. I have the thieve's tools in her personal inventory but it is not letting me select the option to pick the lock on the crate. Is there something else I have to do to enable this option, or is it a bug?
