About the figurine - there's an inn inside the city called the White Knight. So the figurine is supposed to point you towards that inn and let you know that they are good guys. When you visit the inn, you can ask them about the High Council. For this information, they will either charge you 2,000 gold, or you can present the figurine and it will be free for you.

It's not related to the cave dwarves.
